Civil servants from the Republic of Moldova get acquainted with civil service modernization processes in Estonia

During 15-19 June was organized a Study Visit to Tallinn, Estonia for the civil servants from Moldova within the Twinning Project “Support to the civil service modernization in the Republic of Moldova in line with the best EU practices”.

The Twinning Project is financed by the European Union and its total budget amounts to 1,2 million Euros. It is implemented by the Government Office of Lithuania in partnership with other Lithuanian institutions and the State Chancellery of Moldova – project beneficiary institution.

The Study Visit was organized following the main project objective – to support the strengthening of the institutional and operational capacities of the State Chancellery, human resources units from central and local levels and State Secretaries, based on the EU member states recommendations. This was the second event of this type as part of the first project component: adjustment of the legal framework on civil service modernization and strengthening institutional capacities in line with EU best practices.

The first Study Visit undertaken to Vilnius, Republic of Lithuania was organized early in June.

The key objectives of the Study Visit focused on learning about public administration system, coordination of civil service management at different levels of public administration, use of IT tools in human resources management. Also, it provided an opportunity for the participants to acquire practical information and examples regarding coordination mechanisms for the civil service modernization process.

The Moldovan Delegation consisting of 7 members – civil servants from the central and local public authorities – have visited several institutions, such as: Government Office of Estonia, Ministry of Finance, Ministry of Foreign Affairs and Estonian Center of Eastern Partnership.

The participants from Moldova had numerous meetings with the representatives of the above-mentioned institutions during which a variety of topics related to civil service reform have been discussed, such as: strategic approach to public governance, public administration system, best practices and innovative HR management, compensation system in Estonian civil service and civil service ethics, etc.

Also, the civil servants from Moldova visited e-Estonia Showroom where they received an executive brief about the underlying mechanisms of digitalizing a society, an overview of the main challenges and how to overcome them, and a live demonstration of an array of digital services. 

Over the next two years of project implementation 7 Study Visits shall be organized to several EU member states. The visits will be undertaken within each of those four project components - 1) Legal framework of civil service modernization adapted and institutional capacity building strengthened in line with EU best practices; 2) Civil Service Training Program at national level is effectively planned, coordinated and implemented; 3) Human resources experts network developed, and 4) Top level management (State Secretaries) capabilities upgraded.

Initiated on the basis of the partnership between the European Union, State Chancellery of the Republic of Moldova and Lithuanian Government Office, ”Support to the civil service modernization in the Republic of Moldova in line with the best EU practices” Project will facilitate the implementation of the reform agenda of the Republic of Moldova, ensuring, simultaneously, the continuation of the cooperation  EU andbetween our country.
