Recent results under the EU Project Support to Public Administration Reform

The Steering Committee of the EU-funded project Support to Public Administration Reform held a working session. During the event, the second progress report for the period April - September 2019 was presented, as well as the activities planned for the next phase.

 

So far, it has been assessed the legislative framework, as well as planning documents in the areas covered by the Public Administration Reform Action Plan 2019-2020. In addition, the structure and organization of the government was assessed, and a number of trainings on the application of the Administrative Code took place.

 

At the same time, there were identified  the priorities for the next stage, which, in fact, are meant to ensure the government's support in the implementation of the Action Plan for 2019-2020.

 

The working meeting was chaired by the government's secretary-general, Andrei Spinu, who requested several results and concrete actions. "In the third stage, we hope that everything will develop even more, and the participants in the project will take concrete actions provided for in the government's action plan for 2019-2020," Andrei Spinu said.

 

The Project Support to Public Administration Reform has started in September 2018 and will be completed in September 2020. Its goal is to strengthen the institutional capacity of the central and local public administration, to support the public authorities in the elaboration of a strategic framework for the administration reform. The project is aimed at developing a more efficient policy, restructuring and modernizing the administrative system in line with the European principles of public administration.

 

During another working session, the results of the second phase of the EU-supported project Support to the professional capacity development and motivation of the public administration employees in the Republic of Moldova (Motivation Project) were presented.

 

The participants in the meeting presented the activities carried out between January and May 2019, as well as those under implementation. Thus, an assessment of the legal framework applicable to all public institutions was carried out and opportunities for training and professional development of public administration employees were considered. In addition, work is underway to improve the legislation, develop 30 training programs adapted to the changing needs of public administration, develop a network of training providers, and link the human resources management system to the remuneration system.

 

 "We want to strengthen the human resources of public administration, increase the professionalism and capabilities of our civil servants in accordance with EU standards, as well as increase their effectiveness in order to better serve the public interest," Andrei Spinu said.

 

The "Motivation" project was launched in September 2018 and will be completed in August 2020.
